manual tranny clutch safety device????????? 200

I've look through the forums and found answers for the automatic transmission but not for manual.

What about manual tranny volvos? Where they equiped with a safety clutch depress device. I own a 240 '88 with the manual transmission and I can start the engine WITHOUT depressing the clutch to the floor! The provincial car inspection order me to get that fix before plating the car.

Where is that safety device located? How to I fix it up and since when volvo cars where equiped with that "stupid driver proof system" ??
