You are correct in thinking that is not normal. The throttle linkage is not set correctly. The linkage is adjustable, there is a link with the plastic snap ends that can be adjusted for length. You unsnap the end, and you can remove the link for the ball on the throttle. You loosen the locknuts, and it lets you adjust the the rod for length. You can also adjust the throttle linkage pulley. One of these is whats keeping your throttle body from closing.
