Are B18 and B20 Rocker Arm Assemblies Interchangeable? 120-130

Just swap the entire rocker assembly. Four bolts.
As far as adjustment is concerned, don't get carried away with fussiness. I set to a loose .018 inch, tight .019. Point the distributor rotor at the wire to that cylinder, and adjust. Do it cold, no need to check hot - it will be the same. Or do it hot, no need to check cold.
The biggest impediment to a quiet valve train is cam lobe wear, and the divot created on the end of the rocker by the valve stem tip. The feeler gauge will bridge that divot and give you an actual clearance greater than you think.
When rebuilding I strip the rockers from the shaft and reprofile the tips. You can actually do it with an oil stone if you are careful. Don't worry about "case hardening" and "depth of case hardening" and so on - you won't go through it regardless of the method used to reprofile.
