1993 240 Runs very rich when first started on cold days

Hi, I've been lurking around here for years so thanks for all of the help you all have already provided. I have an issue I haven't been able to solve thus far. On cold days, perhaps below approximately 45F my wagon starts right up and then runs very rich, so rich that it starts to die if not revved up, I can smell the gas in the exhaust.

If I start the car with gas pedal slightly depressed so that the engine immediately revv's (I hate doing that when it's cold) then I don't get the rich running issue most likely because the cold start injector cuts out at 900rpm I believe.

After a few seconds I can let it idle without issue and future starts through out the day do not have the same issue unless the car sits for many hours and presumably gets cold again.

Also, no matter how cold or warm it is the engine idles at the same RPM, I thought when it was cold it should idle faster.

Driveability is good, MPG goes from 27 down to 23 in the winter, I don't know if this is normal for an auto trans wagon.

I have a new IAC, a new CPR, new MAFS, and no codes. I'm thinking that maybe I have a bad temp sensor since the car doesn't seem to recognize that it doesn't need the cold start injector to add extra fuel at 45F.
