CRANKCASE PRESSURE on 1986 turbo 700

Hi,
I am not sure I understand the jiggle test with the metal oil cap.
I changed the gasket on it and cleaned the breather box on my 1986 turbo engine. When the car idles the cap is between sitting and slightly jiggling. Is this ok? If I remove it oil spits out of the oil fill hole. If I put a piece of cardboard it won't get suck down. It gets blown slightly and once again oil comes out.
Last time I checked,not many kilometers ago,maybe 1000 or 2000 the compression in each cylinder was about 155. Does this mean my rings should be ok and there should not be blowby?
