Header Pipe Leak at Exhaust Manifold 200 1988

Getting a little frustrated, I have a exhaust leak where the header pipe and the exhaust manifold meet. I replaced the gasket (2 times) and header but I can not get ride of the leak. It failed Maryland inspection because of it. I tried various torques and tightening patterns but no success. The leak is right behind the Oxygen sensor.
I am starting to thing my header pipe is warped but on visual inspection looks fine. I did order a Starla header Pipe but it came in with the top flange welder on at a off angle, it hangs 3.5 inches below the transmission bracket.
