loose bracket on front muffler exit pipe? 200 1991

my '91 244 has a bit of a metal rattle sound on idle and at low speeds. i traced it back to the length of pipe between the front muffle and rear mufflers, which seems to have come loose. i can push and pull the pipe towards and away from the front muffler. the piece of pipe sticking out of the back of the front muffler is still intact, it just seems that the exit pipe has come loose. i'm wondering if this can be fixed just by tightening the (pretty rusty) bracket that seems to be attached (but maybe just rusted onto?) the exit pipe. will tightening the bracket hold this stuff together and stop the rattling? or do i need to take it in for some welding. thoughts?
