What grade bolt? 200

The '89 wagon suddenly began to sound like a B-25 on the way home from work yesterday. Upon investigation I found that the cat pipe has broken.

I've been meaning to replace it and to that end I already have the parts on hand. All except for fasteners, that is. I guess I could scrounge up three cap screws and corresponding nuts from what I have lying around. But somehow that seems like a bad idea.

So, what grade/class/strength bolt should I be using to connect the new cat to the head pipe?

Also, upon searching the board I saw some talk of using muffler cement on the gasket. Is this advisable?
