Adjust Idle?, Low/High idle, replacement ECU for 740 GLE 16 Valve Wagon? 700 1990

I am looking for a good used ECU for my 1990 740 GLE 16 Valve Wagon.
It idled low with AC when stopped. My shop tested the car, cleaned the throttle body, replaced the Idle control valve, etc. and did very extensive testing over several visits. They told me the ECU is not sending correct signals to the idle control valve when at stops.
After all this, the engine now idles at 1500 RPM and the shop Manager said the only thing left to do would be to replace the ECU. My car has a Programa ECU now and I was told a replacement "Programa" would cost me about $400 and a new ECU would be about $1000.-. I also heard the Programa are not as good as the original Bosch ECU's.
I would like to know if the idle could be adjusted to a more normal RPM level without having to replace the ECU and also where I could find a good used Bosch ECU for a more reasonable price?
