Still Problem With Fast Idle after Warmup 200 1985

Still the same problem with fast idle from 1000 rpm to 1200 rpm.Tried changing out air control valve but same high idle.Cut off air into intake manifold idle went down.Tested the acv by connecting a jumper to terminals 5 and 2 and the rpm's went up between 1600-2400 rrpm's so that's ok.Also reset base idle and idle and throttle switch and cleaned all the connectors. So what else could be causing the high idle? When cold startup it idles between 850 and 900rpm's.Also sometimes it will idle at normal speed but not often and if I shut the engine off and restart drive a short distance the idle when stopped will go back up.Any idea's?
