1992 745 turbo radiator/cooling fan runs continuously with vehicle off, won't run with vehicle on 700 1992

I would suspect the relay also. As the fan brushes wear the motor starts drawing more current. If the relay is not "overdesigned" to accomodate this the extra juice will weld the contacts together. This is something I had to fight in my old Voyager minivan. Plymouth's relays were cheaply made and could handle new motor current but couldn't manage the job when the motor brushes wore down and the current increased.
