Coolant Flush 200 1993

Lost all coolant the other day, found the cracked hose and am replacing.
I figure I might as well replace all the hoses, do a flush and pressure test, but I have a concern.
After removing the hoses, I noticed the insides looked like what my arteries probably look like. There was a coating of white "scum"(plaque?) all through each, and the inside of the coolant reservoir is scum coated as well, which I can wipe off with the tip of my finger.
Is that scum also coating the radiator, and all of the coolant passages throughout the engine and its various cavities? And if I do a flush, will some of that scum loosen and become lodged, causing a blockage?
What is the best way to clean/flush the cooling system? Any there any chemical additives that can be run through?
