945 Huge gas leak 900 1994

A friend's 945 has developed a gas leak that is only apparent when filling at the pump. This doesn't appear to be anything easy like the filler neck and it's definitely not the main fuel line because it does not leak when the car runs or when it sits. It appears to come from the top of the tank somewhere.

Any pointers on what this could be? Can the top of the tank be accessed without dropping it?

If the tank will need to be dropped, is there a source of the tank straps? The ones that are there look kinda hinky and I am afraid they might break on removal.
