Bret,

It sounds to me like you have not removed the old seal. You don't really scrape old seals out, you pull them out. I think you may have pulled the seal material and spring out of the old seal, but the metal ring that contains the seal material is still in there. Clean it up and take a good look. You may have driven the old seal in deeper by trying to install the new one.
