Seat belt stuck 700 1991

I took my passenger seat out while trying to, and destroying in the process, to remove the headliner. While waiting to find another headliner and really detailed info on how to remove and reinstall the headliner in a sedan, I decided to put the seat back. When I got around to put the seat belt -- the little key that connects to a hole on the seat belt assembly and to the seat bracket (to line up?) was installed -- I realized it was stuck in the fully retracted position. Now I do not seem to figure out how to make it extend. Anyone?
