Heater blower motor always runs even when turned off 200 1984

Brick people,

I just replaced the heater blower motor in my friend's 84 240. Seven hours of sheer pleasure!

Anyway, I have a question about the operation of the heater blower motor. When the fan switch is set to OFF and the car is idling, the blower motor seems to be running at the very lowest speed. WHen the car is not running but the ignition switch is in the ON position, the blower motor does not run as one would expect.

Is it normal for the motor to run at the lowest speed when the car is running even if the fan switch is set to OFF?

I have another 240 and it seems like it is doing the same thing but I just wanted to know if this is a "feature". If not, what can I do to correct this?
