Lumbar support replacement -- stuck! 200 1991

So I got the IPD repair kit. I cannot get the seat cover hiked up enough to get to it. I have cut the hog rings I can see and able to get the front and back open, but the sides are not coming up and those hard plastic side pieces covering the angle adjustment stuff are not wanting to come off at all. How do I get those off? I think there's some more hog rings under there that have to be cut.

The instructions say to pull hard but then I hear something ripping so that's out.

The old lumbar stuff was sitting at the bottom of the seatback, so I guess it really was broken!
