Heater valve 120-130

When I pick up CA's car on Friday, my first 2 items are alternator noise and heater valve.

Can the frozen, and open, heater valve be taken out and cleaned up? It appears to be brass and I am always open for money saving ideas. I can only assume that the original hoses to the valve must be replaced.
Are the hoses available at most auto parts stores?
