No power to fuel pump 700 1987

My 740 will not start and intermittently the fuel pump will run. When you hear the pump running it will try to start. If you break the fuel line at the engine there is no fuel flow when cranking. I have put a known good fuel relay from another 740 with no change. I am not sure what else is in the circuit to activate the pump. Any ideas? Thanks.
