Inner tie rod end installation 200

Just want to confirm what I gathered from the bits and pieces in a few threads here. My gear type is Cam Gear. There are notches in the rack, and original tie rod ends were punched so some metal ended up in the rack notches, that's what prevented them from unscrewing. I did not have much luck just unscrewing the tie rod ends, no flat spots on them, could not get enough leverage on the vise grip. I then cut through the tie rod ends where they were punched into the rack with a dremel, and they came off. Now putting new ones back, and here is the question. I gather that just blue locktite will hold them. True? I can't see how I can punch the tie rod ends into the rack without removing the rack, which is something I'd rather avoid. The green book seems to suggest that you remove the rack to do this kind of thing, seems excessive to me.
