Trouble shooting an '85 240: am I reading Bentley correctly?

Hi all,

I'm going to help a buddy troubleshoot his daughter's '85 245. It won't start. A local mechanic attempted to fix it but failed, noting "There's no voltage going to the injectors".

If I read Bentley and the Brickboard FAQs correctly, a bad fuel pump relay can do two things: prevent the fuel pump from operating AND prevent voltage to the injectors. When voltage is flowing to the injectors, the ECU then grounds the circuit, allowing the injectors to operate. Is this correct?

If I jump out the fuel pump relay (jumper between #30 and #87, I think), does it solve both problems?
