Need help diagnosing blower motor failure 900 1992

Hi All
Blower Motor and A/C stopped working suddenly this week. Today checked fuse, not blown. Pulled fuse panel for a look see, all seems ok, no evidence of excess heat. Used Voltmeter in fuse socket, 13 volts. Read FAQ's, appears I will need to replace blower motor? Anything I have failed to check prior assuming it is dead? Very odd as PO replaced not even 20,000 miles ago?
