Headgasket Replacement and Torque Wrech Recs. 200

Hello all - I'm preparing to replace the headgasket on my B23. Head is pulled, scraped clean, now just waiting for the headbolts to arrive. Have a couple questions in the meantime...

- Any tips for reinstalling the head? Do I install the gasket dry or wet? Any oil or not? I've heard different things from oldtimers but wanted to know how to properly do it on my brick.

- Also, I have a cheap torque wrench - looking for a good one for ~$200 or less. What torque rating do I need to go to for Volvo headgaskets and any suggestions?
