Cam seal repacement 700 1991

It appears the cam seal is leaking and here is what I understand that needs to be done. The timing belt has to come off to facilitate cam removal . This requires removal of the valve and timing belt covers. Best to have a TDC condition. Anything else I should be concerned about . Do I really need a seal replacement tool? Thanks
