Start Inhibitor-Back-up Light Switch: Starting problems 200

My son has a 1987 Volvo 245 GL. Recently, when the ignition key is turned to start to car nothing happens except the lights on the dashboard go on. It has a new ignition switch and the battery is fine. I recently discovered that if I shake the auto shift lever while turning the key, the car immediately starts. I presume that it must be the start-inhibitor switch although I am not sure. Has anyone else had this issue? Does it require an adjustment or does it need a new switch?
