Whirring/Whine in front part of car 200 1989

I have a whirring in the front part of the car that gets louder on accerleration and peaks out at highers speed it fluctates with the speed I'm travelling. I recently replaced the voltage regulator (not sure if this may be the problem). At first I thought it was the front wheel bearing. I had a spare one so I repalced it with no change. Any thoughts on what the problem may be? Again it sounds like its coming from the front right area of the car. I will try putting the old voltage regulator back.
