Heater cold, heater hoses at 190, bad heater valve? 700

Hey everyone. I wanted to run the heater tonight after a few months of not using it, and I found that though the car and coolant were warm, my heater was pumping barely warm air.
I flipped the heater switch back and forth a few times and confirmed that the valve control was moving. I checked the temps of all my coolant hoses and bottle and they were normal (so was the head), including the heater hoses - still the heater was cool.
Now what? Drain and refill? Bad heater valve? I have a spare heater valve around somewhere...

Can a bad heater valve stick the heater shut?
