I have a strange extra switch on my console question 200

I've got a few extra switches next to the hazards/defrost/ac switches. One is an electric fan, another is a cutoff switch, and the other is unknown other than where the wire goes.

Two larger wires go off the back of the switch both yellow. One comes from the little black box next to the inner fender 25amp fuse/headlight relay. So I should have power to the switch. But then the other wire heads over to the # 7 fuse on right side. The side that should be live only with ignition? So this car has a switch which hasn't ever shown to do anything is wired to the fuse panel. My fuse panel cover says its for the main fuel pump. Some one really hard wired the fuel pump? Other than jumping the pump what other possibilities could this be for?

sorry I'm in the middle of stereo hookup and wires have been cut from the car's plug for stereo. Hassle.
