Constant Low idle 550 rpm 900 1994


I just bought a 1994 940 wagon nonturbo regina car. It has a constant low idle with a miss in it. Hot or cold the car idles at about 550 rpm. When I turn the A/C on the idle remains the same. Start up in the AM, still 550 RPM. Run it on the expressway, still the same. When I remove one of the vacuum lines off the air intake the idle slightly improves. Also, there is a humming sound in the motor, when I remove the vacuum line off the intake, it stops. Did the tune up stuff, plugs, ETC. Any ideas would be appreciated.
