Not likely a relay. The most likely cause of excess fuel is the Fuel Pressure Regulator (FPR) as mentioned below.

Another known cause is the ignition "Power Stage" aka ignition amplifier. It can fail to trigger the coil, which means no spark at the plugs. But the Fuel system works normally, squirting fuel that doesn't get fired. See the 700/900 FAQ feature (drop-down menu at upper right corner) for how to check for missing spark.

After a few no-start cranking sessions, the unburned fuel washes down the cylinder walls so the piston rings no longer seal. This makes the cranking sound different or faster due to loss of compression, which can also prevent starting (even if you find and fix the problem).

So at some point you'll need to add an ounce or so of oil to each cylinder and crank it over with the plugs out to get the cylinder walls and rings to seal again. And change the oil too.
