engine stopped getting fuel.. fuel pump questions! 200 1987

I was driving my 245 manual about 30mph when the engine cut off. I rolled to a stop and it wouldn't start. It started fine with starter fluid, but no gas getting to it. The rest is what I did since I got home.

Checked lines, all look fine.
Replaced in tank fuel pump assembly [needed to be done had one in stock]
No sound from pump when I key it to pos II, but will turn on jumpering from fuse 4 to 6. With the fuel line off the pump, it will pull gas through via jumper test.

So my question is... why is the pump not turning on when I turn on the car?

I've tried replacing relay, so that's out of the question.. the white spade fuse on the drivers side fender is fine but the holder does look a little shitty.

Other random info would be.. the car was sitting for a few years before I got it. So a lot of things could be rusty..
