Fast idle when warm - AMM ? 200 1989

My car accelerates through my neighborhood streets by itself :)
The idle is just fast enough that w/o pressing the gas, the car gets up to about 30mph all by itself.

If I have it running in the driveway, and unplug the AMM, then the idle drops, but it starts smelling rich, has little dark puffs from the tailpipe and stumbles a bit. Plug the meter back in, and it idles very smooth but way too fast.

I tried disconnecting the battery to reset the computer and then starting it back up (w/meter plugged in) and sure enough it has a hard time for a minute or so.......stumbling around and then finally coming to rest at the fast idle.

Is this a no-brainer AMM replacement deal?

I've sprayed carb cleaner around the engine bay trying to find vac leaks, and found nothing.
