Blue/Green Wire to Solenoid 900

Is the Blue/Green wire to the solenoid supposed to be energized all the time, or just during cranking? This conditon is causing my starter to operate even when the key is in position 2. I tried replacing the igintion switch at the back of the key barrel- that didn't help. Before I start going through the harness, could someone confirm whether the wire is supposed to be energized when the key is in position 2? What else would be causing the starter to come on in position 2? Car is a 1994 940.
