rough first start, low power not taking all the gas till warm up? 1991 240 gas 200 1991

So you are having issues with both your Volvo's right now? That really sucks.

Your current issue with your 240 screams vac leak to me, but it could be a combination of things:

Verify that your IAC motor is buzzing...either way, remove it, clean, lube it and verify that moves freely when 12V is applied.

Clean your throttle body if it has not been done recently. You TB service should include setting the idle switch as well as a new paper gasket and flametrap service.

When these two things are done, verify that you have no leaking vac hoses (unless you have checked for this in the last 15,000 KM, I will bet you $10 you have at least one leak). I like Don Foster's unlit propane torch method but you can use WD40 or the like.

If all this checks out and you still have the same issue, report back...there are possiblities, but the trifecta of vac leak, dirty TB and lay IAC cover most of your syptoms.
