Oil Filler Cap 444-544

I have been all over the net, and all over the forum and couldn't find an answer to my question, which probably means it's a stupid question. But I have no shame so I'll ask. I have a B18 engine with a "snorkle" type oil filler cap. I'm assuming has something to do with ventilation. There are three screws on the cap. I read that there is some sort of "pot scrubber" material inside the cap. My question is: does the cap ever need to be opened up and cleaned?
