no 2-3 shift on BW35 120-130

I have the much lamented BW35 trans. It's been working fine in the couple months I've had it. Went for a drive today and it wouldn't shift into top gear. Shifts and takes off just dandy, even in reverse . . . just won't make the last shift.

Checked the fluid level and it was a little low. Topping up did not seem to help.

My redneck neighbor guy claims that typically if it's bands or clutches failing, reverse and first are the the first to go . . . not third. He suggested dropping the pan and replacing the filter. Seems like a plausible first step.

Any other suggestions?
