Why does it run with fuses 4 & 6 removed??? 200 1990

I'm chasing down a loss of power problem and was checking the fuses and the fuel pump relay. I removed fuse 4 and the car still starts and runs, I removed fuse 6 and it starts and runs. Even runs with both removed. Perhaps sometime in the past someone rewired the fuse panel and the pump and relay no-longer go to 4 and 6 respectively?? There doesn't seem to be any handyman wiring, the PO was pretty particular about service and always took it to an indie. Any other thoughts??
