Failed new t.b. tensioner? 900 1995

Hi Guys
Recently got done with my first timing job, and it might appear that I might have to do it again. Luckily, no fault of my own (i think).

I was checking on the timing belt today, since it has been a couple of miles since I put it on. It’s been making an odd sound above RPMS above 2k recently. I looked at the tensioner, which is brand new, and found all this green slime covering it! The tensioner, brand new, didn’t turn as smoothly as the almost 15 year old Volvo tensioner in the car. My question is what is this green stuff?
