Tailgate plastic cover 700

1992 740 wagon. The cover for the tailgate lock, window mechanism etc..... is (was) held at the top by 4 clips. The holes in the plastic have been enlarged / broken by PO's that did not know the chinese puzzle solution to removing the panel. (Not sure I do either). Had been secured using black silicone goop!
What is the best way to secure or repair this situation?
