Main Fuel pump diagnosis ---- is this noise normal????? 200 1990

I trying to pin down a loss of power problem I've been having.

I've been remiss on my usual rigorous preventive maintenance due to being layed off and a new baby in the house. But good news is I'm back working now!!!

I replaced the alternator brushes and regulator and that really helped things (alternator was dead!!) but I'm still getting this feeling like someone is pinching the fuel line while I'm trying to accelerate, or even driving steady at 55 for that matter.

Per suggestions in the previously mentioned thread, I jumpered fuse 6 to the left side of fuse 4: The pump has a normal high pitched whirring sound but also has an intermittent buzzing sound. The best way I can describe it is like something is shorting out temporarily??? I'm guessing this is *not* normal and I should just hear a clean whirring sound. But could this cause the drive-ability problems I'm having??

IPD says a fuel pump either works or it doesn't... I dont think that this is the case. I think I'm just going to pull the plug on a new main bosch pump? Thoughts???
