The 39± is right with engine idling (vacuum pulling on FPR).

43± is the spec for Wide Open Throttle (WOT) when FPR feels no vacuum.

Try it with the vacuum hose pulled from the FPR and plugged. That way the FPR "feels" atmospheric pressure, as with WOT.
