22-24 mpg Hwy is this normal? 200 1983

26-30 would be for a 240 with a 4 speed o/d or 5 speed in perfect mechanical condition, empty of excess weight, and driven on nice flat roads, no wind.. etc. Perfect driving conditions.

22-24 is not out of line... especially if you have an automatic. Driving 75-80mph will cut you back that much too.. keep at 60-65 (or less) for optimal mileage.

Basics first.. tire pressure, and making sure you aren't toting 300 pounds of useless junk.
