Seat heater: new element, no heat 200 1991

I replaced the heating elements in the driver's seat with new ones from that IPD kit a few months ago. Now that it's been getting cold here, I want a toasty butt. But there's no heat!

I checked and reseated the fuse, the light on the heater switch lights up, so there's juice going somewhere, and the connections are tight. These things are pretty simple/boneheaded so there's really not much else to check other than thinking that the new element is defective, which would be very grrrr, or the switch is bad. The heater in the passenger seat works.

Any suggestions to someone without a multimeter (other than stop being so cheap and just buy the damned thing)?
