Weird instrument cluster lights 700 1992

Now and then, may be 20-30% of the time, when starting the car, ALL WARNING LIGHTS on the bottom of the instrument panel fail to come on except for a dimly lit Overdrive Arrow and the Parking Brake light which stay on once the car is started and running. The drivability is not affected, even the overdrive button makes the car downshift as it should, it's just not lit up with the correct intensity... Any ideas?
