740 turbo wagon good, fuel pump relay, bad 'puter 700

I have been reading up and I have chased my no start ( died in an inconvenient time) down to the computer.

(short back story: If I push the 2nd relay in the fuel pump relay down, car starts right up, good connection on the relay side and the computer side but Black/Y doesn't seem to go to ground)

My question, ( if there is no logic problems in my diagnosis) Is when it is spoken of that a computer is interchangeable ( mine is a 0 280 000 563) does one also change the chip? ( like on a GM?) I am hoping to go J/y hunting as I called about a rebuilt one and would like to get away with less money investment as cash flow is a problem( isn't it for everyone?)
