Power steering stiff to left, fine to right 200 1983

I have had this problem with other 240's in the past and there was a cover on the rack that had an adjustment that could "Balace the rack assist". This car does not have the plate, but sure has the problem.
I changed the PS fluid and added some solvent, before and after the change.
I think something is clogged or sticking in the rack. This rack has some lines with banjo nuts (smaller than the inlet and outlet lines).
Anybody fixed this problem before?
The rest of the rack is fine, so if I can avoid a rebuilt one that would be nice.
