buying a 93 940 failed emissions 900 1993

I haven't actually seen this car yet, but it looks good for the money - $1650 with 170 K. The car passed inspection but failed on emissions - apparently it passed at idle and failed everything at 2500 rpms, VIN tells me it most likely has Regina fuel injection. Owner does not want to pay mechanic to diagnose and is giving me a break on the price. Owner says mechanic figures it's a sensor - I'm thinking O2 sensor.

Would I find the sensor on the manifold or at the converter?

Are the AMMs on the Regina system tweakable the way they are on a Bosch system?

I'm a little disappointed to find it may not have the Bosch system I am so familiar with.
