SU H4 carb set up issue???? 1958 Duett B16 444-544

Hello all,
I'm having an issue with my carbs I believe. Fuel delivery up to the carbs is not an issue and neither is spark or timing. There is plenty of fuel in the line all the way up to the carbs and it is under pressure, but it seems like there is a gate keeper and he won't let the fuel live in the carbs. Car starts right up no problem when I spray in some starting fluid.
Carbs were freshly rebuilt by Joe Curto and the initial set up was done by a Volvo mechanic, but I think he might have been in uncharted territory with the old H4's. ??
When I go to start the car cold, it always acts like it's the first time it has ever been started in it's whole life. Like there is a lack of fuel on standby in the bowls. It will not start AT ALL (period) with the choke. Acts like it gets literally zero fuel. I have to start it with the choke off and crank it several times. Eventually, it will start to sputter and When it does start, it acts like it is starved for fuel for about a minute and then it runs Great with good throttle response. Hot starts are NO problem at all.

Can this be an issue with the float height? I don't even know what I'm talking about.

Any suggestions on what to do would be fantastic.
