If you try to get two timing belt changes out of your water pump (140K), you're asking for trouble. I recently replaced a Hebu pump that had appox. 70K on it and it was rattling like crazy. Just go ahead and change it. Don't wait for it to lock up/fail and take out the timing belt and ruin the head.

I change out the tensioner as well as both of the pulleys on a timing belt job.

Regarding the cam/crank seals, if they aren't leaking, I wouldn't bother with them.
