hesitation at 2000 - 2500 rpms 900 1993

Our new 93 940 sedan with b230f Regina and 170k idles very smoothly but is not smooth at 2000-2500 rpms. I replaced a pitted distributor rotor and cap, changed spark plugs and swapped in some newer Bougicord wires which seemed to help just a little. The car passed smog test at idle but not at 2000 rpms.

Is the O2 sensor active at idle? How about the other Regina components like intake temperature sensor?
